Dust and other dirt pass through the windows before they actually get inside your home. That is why windows can really be so dirty. It's also quite visible to the outside. So if you want your house to look good you really should clean your windows.
The first step is to vacuum your windows. If you have screens on the inside or outside and blinds on the inside, it's best that you vacuum them first too. You should remove them afterwards and wash them separately.
If you need to remove hardened dirt and stickers, you can use a razor blade but make sure that you move only in one direction and in the same angle. This way, you will be able to remove the dirt without scratching the glass. You must also only do this with the glass wet.
It's always recommended to start cleaning windows from the top floors going down. Make sure you use a secure ladder going up though. To clean the glass, dip the sponge into the cleaning solution and apply it on the glass. Finish it off using a squeegee. By moving it in vertical or horizontal motion, the liquid solution will be wiped off leaving the glass clean.
If there are streaks left, you can use a micro-fiber cloth or newspaper to wipe them off. Your windows would surely be gleaming after you're done cleaning them.
